It that file d3dx9_24.dll is missing, you can copy/install it manually:
Extract 'DS2GSBeta3227.exe' with WinZip to a folder of your choice, for example 'C:\Beta-Dir\'.
In 'C:\Beta-Dir\DirectX\' you will find then some *.CAB-archives you also can open with WinZip.
Two of these archive files are :
1.) 'Feb2005_d3dx9_24_x64.cab'
2.) 'Feb2005_d3dx9_24_x86.cab'
Both archives will contain 'd3dx9_24.dll' you have to copy/extract to the 'System32' of Windows folder, e.g. 'C:\Windows\System32\'.
Which archive to use depends on your system i guess:
If you have a newer AMD CPU with 64bit architecture take the first archive.
If you have an Intel CPU use the second archive.
If you have an older CPU from AMD try the second archive.
